Do you need a TEN license for your next event?

A Temporary Event Notice (TEN) is required in Oxfordshire whenever an event involves licensable activities:


  • such as selling alcohol,

  • providing entertainment (music, dancing, or film),

  • serving hot food and drink late at night—at premises that do not already have the relevant licence,

  • or when an existing premises wishes to temporarily extend or alter its licensable activities.


When Is a TEN Needed?


A TEN is needed if:


  • Alcohol will be sold or supplied at your event.

  • Entertainment will be provided, such as live or recorded music, dancing, or a film screening.

  • Hot food or drink will be served between 11.00 pm and 5.00 am.

  • The event is held at premises without a full premises licence or club premises certificate, or to extend the hours/permit different activities at a licensed venue

  • And Wave staffing always need a copy of the TEN if supplying staff for an event.


Events must be limited to:


  • Fewer than 500 people (including staff and performers).

  • Lasting no more than 168 continuous hours (7 days).

  • No more than 15 TENs per premises per calendar year and an aggregate of up to 21 days covered by TENs annually at a single premises


Who Can Apply and How Many TENs?


  • Anyone aged 18 or over can apply for a TEN.

  • An individual (non-personal licence holder) can give up to 5 TENs per calendar year (2 of which may be 'late' TENs).

  • A personal licence holder can give up to 50 TENs per calendar year (10 of which may be 'late' TENs)


Application Deadlines and Procedure


  • Standard TENs: Applications must be submitted at least 10 clear working days before the event (not counting the day of application or event itself).


Examples of Events Requiring a TEN


  • A wedding in a village hall where alcohol is sold.

  • A music festival on a recreation ground.

  • An outdoor cinema showing films for the public.

  • A community event in a school hall that is not otherwise licensed.


Key Restrictions and Penalties


  • No event using a TEN can admit more than 499 people at any time.

  • There must be at least 24 hours between TENs at the same premises.

  • Running a licensable event without the required TEN (or licence) is an offence and can result in prosecution.
